Public bug reported: Device tree overlays are required for correct functioning of add-on HATs. They should be installed into the FAT partition (/boot/firmware/overlays on Ubuntu) in a directory called "overlays". They are merged in to the main device tree by the broadcom firmware at boot-time according to settings in config.txt.
