That was referring to the background. There is only one background color per panel, not one per action. What Design wants, from what I understood, is an easy way for developers to specify that an action is destructive/neutral/positive, something like that. That way, the developer specifies the kind of action, and the SDK takes care of using the right colour, following the guidelines provided by the Design team.
