I added building grub-efi into cirros in lp:~hrw/cirros/add-uefi-grub- support branch and produced images are at http://people.linaro.org/~marcin.juszkiewicz/test/cirros/0715-broken/ as set of disk images/kernels/initrds.
aarch64, arm, i386, x86-64 have grub-efi binaries and should boot to grub in uefi environment.
