Public bug reported:

OS: Kubuntu 16.04 (No upgrade/fresh install)
Initial kernel: 4.4
Hardware: HP Pavillion 17f - Reaktek RTL8188EE
AT&T U-verse wireless router

In May, I got on my laptop and updated everything through the update
manager with default settings, rebooted, and lost the ability to connect
to connect to existing wifi access points and changes to new or existing
entries in the network manager couldn't be saved. Trying to connect to
wifi networks resulted in an error stating it was unable to exchange
secrets.

In mid June I used a wired connection, updated everything, rebooted, and
I'm able to connect to wifi from my phone, but not my main router (works
on windows). Days later I was able to use my router wifi.

Before these issues, putting my laptop to sleep had a high chance of
messing up my wifi; I either needed to restart the networking service or
disconnect from that connection and reconnect. Had that since 14.04 &
15.10 of Ubuntu.

Yesterday, I was connected to my wifi access point, but was receiving 0
packets; no internet connectivity and no network access.

I have never experienced any of these issues on Windows 10.
