I can confirm the above reports as well as the description in #1595822.
OpenVPN is started too early in the boot process. Cloud-Init will default to
configure tun0 instead of the guests main network interface via dhcp. This
breaks the cloud-init process.

openvpn starts before network is up in 16.04 this breaks networking in clouds
