This is running in the Launchpad build farm, so I think this is a yakkety chroot on a precise host.
I'm testing that option out now, thanks for the suggestion! Interestingly, though, applying the patch that Ubuntu had against the previous version to the latest version fixed this issue on powerpc (but not armhf), so I do wonder if there's something more deeply broken going on.
