Explanation of the Ubuntu delta and why it can be dropped: * No-change rebuild for ruby2.3-only support. [ rebuild ] * Disable libgv-php5 while swig does not support PHP 7.0 (LP: #1546823). [ Fixed in 2.38.0-14 ] * Rebuild for Perl 5.22.1.
