Note that the driver has a fallback, after trying to load the file above
it tries to load intel/ibt-hw-37.8.bseq which is present, so the driver
does have firmware. I don't know whether there's another version which
is better, but if so it's not something that Intel has released to the
linux-firmware project.

This is just to say that though the problem may be a firmware bug, the
problem isn't that the device fails to load any firmware at all.
