Public bug reported:

I am editing a latin9 encoded file (I cannot change the encoding of the
file). After using the lstlisting environment, latex begins to use the
utf8 encoding. You can see in the filed attached.

if you put

\inputencoding{latin9}

after the lstlisting everything works nicely.
