Any official Inkscape package would have to be recompiled to use a newer (or different) version of poppler - if the user replaced poppler installed by the system, any inkscape version would have to be recompiled with the new locally installed poppler version. JFTR: Ubuntu 12.04 provides poppler 0.18.4 ( http://packages.ubuntu.com/precise/libpoppler19 ). Support for Inkscape trunk PPA for Ubuntu 12.04 ended 2015-02-11 - there's no way to further investigate the reporter's issue.
