Test case:
Insert an audio cd
Open Rb > Edit > Preferences > Music > pick any mp3 option
Extract a track, when done ck. the file properties

No matter what mp3 setting all are *reported* at 31kbps
So it's setting an improper/incorrect bitrate index in frame headers
