No, gnome-control-center in Ubuntu GNOME 16.04 does not install ibus- anthy. Can we please keep this discussion to only a *fresh* install of Ubuntu GNOME 16.04. Also, the GNOME packages which affect this are version 3.18 only, so your mentioning of 3.20 in the bug description is confusing.
I just tried it with a fresh install of Ubuntu GNOME, and could again successfully install Japanese, relogin, and select "Japanese (Mozc)". Wondering if you misunderstand the Region & Language behavior, and interrupt the language install prematurely somehow.
