I tried Heather's tip, doing
sudo apt-get install --reinstall dpkg #, but get to the exact same spot (error
processing package update-notifier-common).
There's a python traceback here as well:

File "/usr/lib/python2.7/dist-packages/debian/deb822.py", line 37, in <module>
import chardet
ImportError: No module named chardet
Should be a hint.. (But I haven't yet found the solution).
