I've just added "After=local-fs.target" to /lib/systemd/system/zfs- import-cache.service and now it starts almost normally. Only once I saw an error after boot saying that kernel module zfs is not loaded. So, this is not a good fix, but it shows that an issue is likely to be connected with some race condition between mounting local filesystems and zfs.
