Public bug reported: Since I updated libnl3 to 3.2.21-1 my Network was unusable. Error message in "System Settings - Network" was roughly "Your network settings are incompatible" or some such and no network devices were displayed in the network settings dialog.
I had to download libnl-3-200_3.2.16-0ubuntu1_amd64.deb libnl-genl-3-200_3.2.16-0ubuntu1_amd64.deb libnl-route-3-200_3.2.16-0ubuntu1_amd64 and to dpkg -i them manually.
