Public bug reported:
In dual-SIM phones, when one of the slots contains a SIM and the other
one not, it is possible to go to SystemSettings -> Security -> SIM PIN
and try to enable the PIN there, going as far as being asked for the
current PIN for the empty slot.
Seen on turbo and krillin.
