unity-control-center version: 15.04.0+16.04.20160413-0ubuntu1

Steps to reproduce:
1. launch unity-control-center, don't close it.
2. launch unity-control-center again, either from Dash or terminal
3. mouse cursor turns busy (spinning icon)

Expected behavior:
Mouse cursor should remain in normal state and switch unity-control-center to 
foreground.
