Well, the way it works is we need to demote everything that depends /build-depends on python2 first. Moving from Main to Universe does not (at least in my understanding) mean that we cannot use bzr as part of ubuntu infrastructure. Nope, not at this time (Samba is the current key blocker that is actually costing us - For bazaar that doesn't start costing us until it's one of the few python2 holdouts left in main). As the reverse- depends notes, some key packages are depending on bzr. I need to go through all of them and determine why (and possibly file separate bugs for them), before we can even consider moving bzr. Just to be clear: absolutely nothing is cast in stone, I'm not a decision maker on this, and it's not urgent at this time.
