Public bug reported: Ubuntu 16.04, just upgraded from 15.10.
To reproduce: - open gnome-terminal or any window that can become fullscreen and make it fullscreen (F11) - open any other window maximized and give it focus Outcome: the background fullscreen shows behind the menu, making it hard to read. See the top of the attached screenshot.
