Hmm, having a closer look, this is not a duplicate.

Your dpkg history log seems to suggest the install of this system is
rather new. However, I can't find that you installed the package fpc
before the error you experience. How did you install fpc? Did you
install this from upstream (lazarus or fpc)? Our package should already
do the right thing if you did, but I'd like to be sure. If you did,
which exact download did you install?
