Hi,

what you describe is the intended default behavior of TLP right from the
beginning in 2010. Changing it would break existing TLP configurations
for many users.

I'll include a note in the official documentation about the
Debian/Ubuntu package disabling the service and how to change the config
to mimic the system default.
