On a freshly installed Ubuntu 16.04 (with the network-manager-openvpn
package installed), the "Import OpenVPN Connection" option is missing
from the list of VPN connections you can create. Look at this
screenshot:

Normally, at the bottom of this list, is an option to "import an OpenVPN
configuration file", that upon clicking, provides an easy GUI interface
for importing and open vpn configuration.
