During the transition from neutron-plugin-openvswitch-agent to neutron-
openvswitch-agent, the upstart initscript lost one --config-file option:
the /etc/neutron/plugins/ml2/ml2_conf.ini . This behavior is potentially
harmful, since the agent doesn't re-read options from ml2_conf.ini
during subsequent configuration set-up (even if "ml2" is listed among
core_plugins).

This can cause one's network to go berserk, because openvswitch is still
connected to all its interfaces but neutron-openvswitch-agent doesn't
introduce any flows to the integration bridge. Could you please re-add
the "--config-file etc/neutron/plugins/ml2/ml2_conf.ini" option to the
initscript or provide the reason behind omitting it? Thanks a lot.
