Public bug reported:

I have a Dell Precision 5510 with 16.04 Beta 2. The Thunderbolt3 port
will provide power to devices, but will not recognize them when plugged
in after boot.

If a Thunderbolt USB-C to Ethernet adapter is plugged in on boot, the
device is recognized and usable as an ethernet connection. However if it
is removed and plugged back in, it is not recognized when reconnected.

I also have a Nexus 6P Android phone with USB-C. The laptop will provide
power to the phone but will not recognize it as a connected device, even
when attached at boot. This may be a related issue or something else
entirely, but wanted to pass along none the less.

I do not have any other USB-C/Thunderbolt adapters to test with at this
time.
