Public bug reported:

The Power settings in unity-control-center provide the option to set
events for "lid close" triggers. Setting this option to 'suspend' does
nothing with an up to date Xenial installation. Running "sudo journalctl
-b -u systemd-logind" shows that lid open and close events are properly
detected, there is just no action associated with them.
