Public bug reported:

When running a script that's constantly generating output to gnome-
terminal and have always on top set for gnome-terminal, I can't scroll
other windows, with the scroll wheel or by clicking on the scrollbar and
dragging. When the terminal isn't getting output or always on top isn't
set, this work as normal.
