s390 missing dumpconf service

dumpconf is part of the s390-tools package (see here
http://www.ibm.com/developerworks/linux/linux390/s390-tools-
overview.html) and is currently not available in the current version of
Ubuntu beta (4.4.0-15-generic #31-Ubuntu SMP Fri Mar 18 19:07:12 UTC
2016 s390x)

"It is a tool that allows to configure the dump device used for system
dump in case a kernel panic occurs. Prerequisite for dumpconf is a Linux
kernel with the "dump on panic" feature."

Requirement: dumpconf service
Allows to configure the dump device used for system dump in case a kernel panic 
occurs. This tool can also be used as an init script for etc/init.d. 
Prerequisite for dumpconf is a Linux kernel with the "dump on panic" feature.
