php-horde-crypt has two network-dependent tests that are now failing in its 
testsuite (talking to the PGP keyservers):

previously, these tests were "skip" rather than failures:

Since we can clearly see that these are buggy tests (trying to make a
network connection from the autopkgtest infrastructure) that probably
pass in a different env and don't point to a problem with the code, we
can overlook these test failures for purposes of proposed-migration; but
the tests ought to be fixed to work correctly under php7 so that future
regressions can be detected appropriately.
