Doing this forces rpcbind to start on boot and then nis starts
correctly:

# /bin/systemctl add-wants multi-user.target rpcbind.service
Created symlink from 
/etc/systemd/system/multi-user.target.wants/rpcbind.service to 
/lib/systemd/system/rpcbind.service
