Public bug reported:

I can't install the update with apt-get, nor can i install the update
through the update-manager. When i use apt-get update it starts to
install then all of the files say error and i get a message that says:

Some index files failed to download, they have been ignored, or old ones used 
instead.
E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily 
unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another 
process using it?

Also when i use the update-manager all of the files fail and i get a
message that says:

E:Some index files failed to download. They have been ignored, or old
ones used instead.

I'm not sure if it's something i have to install, or something i have to
do first.
