Here’s what’s supposed to happen:

* If a system update does not download automatically, the button should say 
“Download”.
* When the download completes:
    - If you are currently on the “Updates” screen, you should get the 
installation prompt immediately.
    - If you aren’t, and come back to it later (or if you cancel the prompt), 
the button should say “Install…”, and bring up the same prompt.

I just tested this with Ubuntu 15.04 r260, and it all happens exactly as
expected. So, I don’t understand the problem here.
