Steps to reproduce (it may occur in other scenarios as well, but this is
what I was doing when I found it):
1. Start Tweak Tool
2. Select Keyboard and Mouse
3. Toggle "Show All Input Sources" (doesn't matter whether it was on or
off to begin with)
The resulting notification says "Configuration changes requiere
restart".
