Mystery solved. Our previous trusty adt images lost cloud-init. The
reason for this (overzealous purging) already got fixed in autopkgtest a
long time ago, but I didn't rebuild the trusty images after that. Now
that we have newer official trusty cloud images, this fixed itself.
