Public bug reported:

When installed on fresh Ubuntu 14.04 trying to start service fails with this:
# service dlm start
/etc/init.d/dlm: 22: .: Can't open /etc/rc.d/init.d/functions

I am not sure if it is related, but manually running dlm_controld doesn't work 
as well:
# dlm_controld -D
1004693 dlm_controld 4.0.1 started
1004693 our_nodeid 739311650
1004703 cannot find device /dev/misc/dlm-control with minor 52
1004703 shutdown
1004703 /sys/kernel/config/dlm/cluster/comms: opendir failed: 2
1004703 /sys/kernel/config/dlm/cluster/spaces: opendir failed: 2

However, the devices are available under /dev:
# ls -hal /dev/dlm*
crw------- 1 root root 10, 52 Jan 14 17:55 /dev/dlm-control
crw------- 1 root root 10, 51 Jan 14 17:55 /dev/dlm-monitor
crw------- 1 root root 10, 50 Jan 14 17:55 /dev/dlm_plock
