Public bug reported:

lubuntu 16.04, lxpanel 0.8.1 (full upgrade as 2016-01-14).  Lenovo x220,
1368x768 screen size

How to repeat:
* log into lxde session
* click on the panel on the bottom of screen and choose "panel settings"
* Choose Position -> Edge -> Right.  The panel moves to the right side but is 
very wide (150 pixels)
* Click Size -> Width and enter a smaller value (like 42)
* Choose smaller icon size (like 32)
* Click on the height for the number to take effect
* log out/log on.  The panel is still on right edge, but at the original width 
(150 pixels).  I expect it to have the width I specified before logout (42 in 
this example).

Note 1: I also changed colors/backgrounds but did not test if this interferes 
with the width settings.
Note 2: It worked on ubuntu 14.04 (lxpanel 0.6.1)

$ apt-cache policy lxpanel
lxpanel:
  Installed: 0.8.1-1ubuntu2
