I've been experiencing this on 14.04.3. The files are received from Nextiva (Voip provider) voicemail to email service.
I played around with export formats in Audacity. On my system Totem seems to have this issue with the Microsoft ADPCM IMA ADPCM encoding. Each of these encodings causes the skipping and garbling when played in Totem.
