Philippe Ombredanne, to clarify:
1) Does this only happen after resuming from suspend?

==> since the last few kernel updates (say for about 1.5 month) only on
suspend/resume

2) Does this frequency of this issue change by uninstalling the fglrx
drivers?

==> I do not uses these. They were a source of endless problems.

3) Any change with the latest mainline kernel (4.3-rc7)?

==> stable for now with current and mainline vanilla.
