I don't think that's the case. It seems to me like sigil won't migrate from proposed because libjs-jquery-scrollto won't, which is because it's waiting for libjs-jquery (>= 1.8) and we have 1.7.2.
>From my quick look at the state of these packages, it seems like all that would be needed is for someone to do a merge of jquery against Debian unstable, which ships 1.11.3. A MIR of jquery/nodejs would only be required if some package in main depended on them. Looks like ffmpeg may transitively depend on nodejs to build, but that needs more than just a MIR for nodejs (and I'd argue we probably don't really want to depend on nodejs "just for ffmpeg", if it can be avoided).
