It should really be copied into /etc/apache2/sites-available and the
user can then create a symlink to it in the 'sites-enabled' folder if
they want to activate it.  I turn off the web interface unless I am
actively using it, but each time the package is upgraded, it re-enables
itself automatically by creating a symlink in /etc/apache2/conf-enabled
