Created attachment 95144 plasma-nm with Jan's fix built on kubuntu-15.10 I am not an "official" builder of packages but if anybody on Kubuntu-15.10 is interested in testing Jan's fix, this is what I built. It definitely resolves the problem for me - no delays anymore.
