Found specifics around the new issue and a temporary fix. The last patch/update from Elementary changed the referred file name to : 95-upower-csr.rule
Where it had previously been: 95-upower-csr.rules Traditional .rules files are named with an "s" on the end. So any edits made as indicated in this thread did not work.
