Jaime PĂ©rez, thank you for reporting this and helping make Ubuntu better. The behavior you mentioned is confirmed. For example, with a Windows 8.1 tablet, a one finger touch+hold+move gesture at any point in the window scrolls the screen around. But, with Ubuntu, the only way to scroll the screen is touch+hold+move where the scrollbar is.
Hence, this would appear not a bug in Ubuntu, in that it was already designed to do what you expected, and it doesn't. What it appears to be instead is a "feature parity expectation" issue with the driver, that would be known about, and actively worked on upstream.
