Public bug reported: Currently if you install `xfce4` package instead of `xubuntu-desktop` package to install XFCE desktop environment you'll notice that most icons in menu are missing, it's because that `elementary-xfce-dark` icon theme is hardcoded in `/etc/xdg/xfce4/xfconf/xfce-perchannel- xml/xsettings.xml` but not installed by `xfce4`'s dependencies.
