This bug APPEARS to have been fixed in the latest Ubuntu trusty kernel
Linux version 3.13.0-63-generic

So instead of the error:
pci 0000:00:07.3: address space collision: [io  0x1000-0x103f] conflicts with 
ACPI PM1a_EVT_BLK

we now get this message :
pci 0000:00:07.3: quirk: [io  0x1000-0x103f] claimed by PIIX4 ACPI
pci 0000:00:07.3: quirk: [io  0x1040-0x104f] claimed by PIIX4 SMB

Could someone please confirm what the original "address space collision" 
message meant and that the latest kernel HAS fixed it
