I can reproduce the reported crash on Linux Mint 17.1 32-bit, which is based on 
Ubuntu 14.04.3, at will, simply by launching  xfce4-appearance-settings.
I have installed xfce 4.12 from this PPA: ppa:xubuntu-dev/xfce-4.12

$ xfce4-appearance-settings --version
xfce4-appearance-settings 4.12.0 (Xfce 4.12)

There is no moka-icon-theme here on Mint 17.1

$  xfce4-appearance-settings

(xfce4-appearance-settings:6244): GLib-ERROR **: 
/build/buildd/glib2.0-2.40.2/./glib/gmem.c:133: failed to allocate 512 bytes
Trace/Breakpoint ausgelöst
