Talked to the Pandora-build developer who says it is abandoned (and has been for 5 years). An older version is still in Debian - not sure the best way forward for that.
** Description changed: Ubuntu Quickly is no longer being maintained and has been replaced by the Ubuntu SDK (and Make). The last commit was in 2012. If you stumble across the documentation [1] you might believe this is the way to make Ubuntu apps easily. It also defaults to technologies we no longer recommend python2 and gtk2*. I did email the desktop team and got confirmations it's no longer needed [2]. Let's remove both source and binaries from 15.10 if possible.
