Open Yelp 2.19.9

'Adding and Removing Software > Installing a single package file' scroll
down a bit and you'll see a list of the types of files that seciton of
the guide covers. Click on any link and it will take you back to the top
instead of to the relevant section.

The links all point to #install-deb, so I'm changing this back to an
ubuntu-docs bug.
