Hello, I think I'm experiencing similar issues, although a lot more intermittent. The graphical glitches I get do not happen every suspend, only sometimes, and they are quire minor (https://i.imgur.com/AZCIzpG.png). I have definitely experienced the graphics performance issues (e.g. playing high resolution videos being cripplingly slow) until restart also.
I'm running Ubuntu 15.10, Linux BOB2 3.19.0-26-generic #28-Ubuntu SMP Tue Aug 11 14:16:32 UTC 2015 x86_64 x86_64 x86_64 GNU/Linux and my xserver-xorg-video-intel version is 2:2.99.917-1~exp1ubuntu2.2.
