Public bug reported: If one sets a jpeg image as a desktop background, and that image was taken with the camera rotated (portrait mode), the image appears with the wrong orientation. It appears that the 'rotate' flags in the image are not being honoured.
Workaround: open the image in an image editor, make a minor change, and then save it as a new image. This will clear the rotation flags.
