This problem is fixed with makedumpfile version 1:1.5.8-4

# kdump-config show
DUMP_MODE:        fadump
USE_KDUMP:        1
KDUMP_SYSCTL:     kernel.panic_on_oops=1
KDUMP_COREDIR:    /var/crash
current state:    ready to fadump
# cat /sys/kernel/fadump_enabled
1
# cat /sys/kernel/fadump_registered
1
# uname -a
Linux alp10 4.2.0-4-generic #4-Ubuntu SMP Tue Aug 11 12:15:53 UTC 2015 ppc64le 
ppc64le ppc64le GNU/Linux
# cat /etc/issue
